TalkTalk has appointed David Cooper to the new role of Chief Information Officer. He will report to Wendy Becker, TalkTalk's managing director.
Cooper will be responsible for the IT systems used by TalkTalk to manage its 4.25m home phone and broadband customers, including its billing and customer service systems.
In particular, Cooper will oversee the integration of TalkTalk's IT systems with Tiscali UK, the ISP it acquired in May 2009 for £236m.
Wendy Becker, TalkTalk's managing director, said: "David is a very experienced IT director and he will play an important part in the development of our infrastructure as we move into a new era at TalkTalk."
Cooper added: "TalkTalk is an exciting, dynamic company with huge ambitions. I'm looking forward to the challenge of ensuring its IT systems are the best in class as it continues to grow and establishes itself as one of Britain's dominant telecoms companies."
Cooper previously worked at BT during the 1980s and 1990s, and most recently spent seven years at mobile operator 3 as Chief Technology & Operations Officer. He has a PhD in physics.

'If you are worried about laying off engineers, why not re-deploy them in sales while the installations side picks up?
